How to identify properties with planning potential

“I would like some advice on going about developing properties with planning permission or how to target properties which may be more likely to get planning permission in a short amount of time, how do I find them?”

As a starting point, I would suggest you look at two websites: Property to Renovate (residential) and Property Link (commercial). Use keywords like planning and development opportunity. There are variations on these two sites, but they should get you going.

In addition, check the Planning Portal for planning applications granted a 2-4 years ago and see if they have been completed or not. This one requires a little more investigation work, but getting hold of a property with little time remaining with planning, or with recently lapsed planning that could be reinstated could also be fruitful.
